I've done a ton of research and I believe that these lists will target the distressed properties that I am looking for.

We had hoped to eventually redeem the certificate and obtain a tax deed for the property to build a home on; however, our circumstances changed and we have a different target in mind. 

Cash on Cash return, I hear people target 12-20%, but that is based on the cash you input into the opportunity.
