So, even the applicants who barely meet your requirements may seek alternative means to live someplace else- even if it means being dishonest to do so.I think you're wise to go with a voucher program given your description of the place, but I would suggest modifying your requirements to obtain a better quality resident.

In the Denver metro to Boulder there is no limit on pricing houses sell at almost all price points,the average new construction house in the metro is around $500k last I read - there is just not a market for the price point it takes to make sense in the smaller/lower priced areas.It says a lot about an area when rents are going up quickly and prices are barely following - rent of $1,100 amount buys a nice house in the areas you mentioned in Southern CO.
