In other words, I'd buy better quality homes using the 3 mortgages because you want to maximize the loan with rates being so low.

Mine is based on form HUD-52641Part B of HAP contract under "Lease of Contract Unit": 'The lease for the contract unit must include wordfor-word all provisions of the tenancy addendum required by HUD (Part C of the HAP contract).'
