Lien waivers- All contractors & subs need to sign lien waivers.Regarding a project manager receiving material- I'm not sure I agree that adds any value unless your objective is to pay for materials & have them delivered to the job site after which the contractor goes to work.

Sorry for your situation, but I have to agree that on this you are doing a poor job.In my experience tenants do not just randomly wake up and say "the heat is not cooling well,and oh btw there is a leak in the bathroom" These are objective, not subjective issues.
