@Keith Linne I agree this sounds like an Agency deal. 

In some states, there are government agencies that go after investors who do owner financing in the mobile home space and Texas happens to be one of these states so check these links and do some research. 

Also, in a mainstream asset class like value-added multifamily, I see no reason to take a risk on a sponsor that doesn't have full real estate cycle experience and didn't lose money.

@Vincent Chen that’s a little more of a grey area and it will depend on how the lender reports to the credit agencies. 

I was thinking of contacting APS (adult protective services) and schedule a Social Worker visit, but not sure if I need to work with Section 8 prior to doing something like that.Also, as much as I like the inherent security with Section 8 tenants, I cannot imagine how much of a nightmare it would be if I actually needed to take care of some administrative work, like follow-up on a failed inspection, or submit an annual rent increase, because the agency is so unresponsive.
