@Peter Walther while I’m not equipped with the expertise to decipher all of that legal jargon, what I assume it’s saying is that someone who is not licensed to sell real estate cannot “sell” this property for a fee.

From what I'm seeing, they're identical in that they offer the same ease of restrictions that would otherwise need to be satisfied in order to acquire regular financing (such as credit, DTI, employment history, etc).

This article talks about the approach to tenant hoarding under the Fair Housing Act and you may find is very helpful.In terms of safety and sanitation, waste must be disposed of in a timely manner, garbage must be properly stored, nothing can block safe egress, no storing of large amounts of material near stoves or heaters, no blocking of equipment that might need to be accessed for repair or maintenance, etc.
