Normally I'd move on to next applicant but besides the situation mentioned, her income and credit score are excellent and it's been difficult finding a qualified Tenant at this time of year. 

So when we pull credit, we don't know that they didn't pay rent.

It's not you being inhumane, it's you working towards your goal and offering a good faith solution after they have benefited from (what sounds like) lower than market rent during their residency.

The benefits of course of the license are access to MLS and the ability to buy and sell your own deals and not pay 3rd party commissions..
