There are other degrees as well, like CLP I believe and GLP.

I can speak to this because I work full time in Info Tech, just retired last year with 23 years in the Army National Guard, and also have a Bachelors degree in English/History and an Associated Degree in Info Tech. 

I would encourage you to join your State LL Association-or similar-attend meetings and listen to people's stories and experiences.

One other item to consider when building are local groups such as a neighborhood association.

With the associated risks, it may not be easy to get rented.

I don't know how this specific moratorium is worded and if there's any criteria associated with it, but there's no reason to think rent is "forgiven", just deferred.
