(best way I can put it)  A family member with declining health has lived in this all of his life and has been the only resident since his mother passed away over 30 years ago. 

Health and safety concerns are things that have to be addressed regardless of your financing method as they should be. 

Additionally Property is 3 blocks away from a newly renovated 30MM+ Park, 1 Block away from a Magnet Middle School, and three blocks away from a soon to come mental health clinic.

In texas, the first step is going through the dept. of health and human services and applying to be an ALF.

Call the local health department. 

Ultimately a lender is going to evaluate how much money it cashflows and the risk that you wont make the payments if you didnt account for Property Management, and Landscaping in case of health issues, and CapEx if you didnt account for problems that WILL arise. 

Most importantly, does any of these submarkets have any economic anchors like state government, major universities, major health care centers, or manufacturers that are independent of the economy like military suppliers that employs most of the residents of that submarket?

It likely won’t pass board of health occupancy standards due to egress issues.  

Ask for proof work done, what contractor they used, what guarantees exist.....but with it being a few years ago, i wonder if its of any concern...call the health dept
