It seems it does take 10-20% above list to secure a deal especially the duplexes in the 200-250 range.

In a high demand area, there's not a ton of turnover and you don't need to advertise as widely.  

By 2011 that data had shifted back towards a seller’s market and has quite comfortably stayed in that range.

@Ryan MontyDepending on where you’re looking I have a GC that will walk a property and come up with a range for rehab cost for $295 per house or if you have a few in the same area he cuts down the price.

Start by knowing how much you can afford (down payment and mortgage), then what houses on those price ranges rent for.
