If you know exactly how to do things and you just need a laborer to help you or follow your direction, use your tools and supplies and you're not looking for quality work then $15/hour is certainly acceptable.

I could also collect for any supplies I purchased to repair or remedy the situations left behind IF I could provide a receipt and proof.I would love to put a list of cleaning charges etc. with my lease, but from what I've been told it would be ignored in court, and I could possibly face legal action.

It is hard to imagine all the condos in NC have this same problem.We have one water supply and it is not financially feasible to install separate meters.One thing for sure is you need some good strong leadership.It is hard to help much w/o a clearer understanding of your finances.Good luck.
