Its a little short of the 1%.I would look at things like Plumbing, Electrical, Foundation, Roof.Is it separately metered for water, gas and electric?

So I too am wondering about materials cause on a rental unit I had to have a new electrical service put in...the contractor was wanting to charge me $1000 for a 200 amp service panel $50 per complete can light etc.

The space is small about 900 square feet, they pay their own electric/ heat.  

Might even have to go in a clean inside the electrical outlets and replace covers.  

I'm in an electrical apprenticeship so I can connect with many different trades when I decide to get into other areas of real estate.

Just rent the apartment/house out as a whole to a group, let them deal with the person to person drama within the unit.That being said, we have one triplex that doesn't have the utilities divided, so their rent covers water, natural gas, and electricity. 

The permit department only has a record for 3 permits, all done in the last couple years: electric, new roof, radon system.

They all have the electricity in their name .
