As Charles said, I would only allow extremely minor repairs like replacing dead light bulbs.

(if you mix altruism with profit it will probably dead end, playing the profit angle only is probably a better solution to making it happen, and making a profit from it)Also, a bunch of people who do not understand the cultural dynamics of the people who live in "Lower Socioeconomic Areas" trying to go in and do this will probably not be as effective as would those with "Experience" in dealing with people in who live in the area.Good Luck!
