I'm actually trying to come out of hibernation - have a couple outstanding offers on some short sales in Reno for the first time since before the meltdown, and what really struck me is how similar the effects of AB284 are to the rent control ordinances in my home town of San Francisco.In both cases the legislation's goal is the protection of those who are more vulnerable, but with some significant unintended consequences.

I already have mortgage preapproval with my broker, so that is ready to roll for the other property.I'm limiting discussion to unit 1 since I found out last night that on unit 2, the HOA will not accept our settlement offer of $6k on a $16k outstanding balance (seller hasn’t paid dues in 2 years) to make the deal happen.

You already paid that, but you're $200 short on rent".Also, although I'm not an attorney, I have been told that including this provision in the lease allows me to include any late fees or other fees in the outstanding balance should I evict (this concern is probably specific to NH).

Instead of charging $42 in a late fee (4% of $1,050), you can only charge $22 (4% of the outstanding balance of $550).

There is a security deposit that is more than the outstanding rent, and would cover another month of partial rent.I am continuing to reach out and work to set up payment, and I am within the rights of the lease to start the eviction process.
