You can very inexpensively have watermarks added to your pictures that will help deter this activity. 

If you sent a camera down the pipe you should be able to tell if that is indeed the issue, if the problem is on city property (the street) you may be able to contact them and see if they can do anything.

While not at work I can be found running in the Oakland hills or actively racing in various trail runs around the bay area.
