One of my group leaders is part of a team which has acquired some partially improved lots - the developer ran out of money much earlier in that project.

Also I work with contractors for my day job, and am not afraid to get dirty and do my own home improvement!

This city is filled with PM companies that will lure you in with promises of quality service just to get you signed. 

There could also be non-profits that are looking into improving certain portions of the city as well. 

I signed up online for water service, but was denied because apparently I need a master meter, which requires almost as much documentation as purchasing the property itself!

By helping my tenants I have improved neighborhoods (my homes are the nicest in the area) stabilized them - home owners tend to stay longer and take better care of their homes, and helped improve the credit and lives of those I help.

I usually look for minor value add opportunities, like paint, drywall, and other cosmetic improvements that can quickly make properties much more appealing.Best of luck investing!
