Also, listings with excellent photos tend to generate a lot more genuine, organic interest (so even if a perspective tenant doesn't decide to rent, they're more prone to share via social media channels).

What happens if owner does not engage in section 8 certification classes or essentially is disinterested in the program, but, lease ends in several more months?

Keep at it and dont be afraid to knock doors, go to the country to find multifamily owners, or post on social media and ask if anyone has one to sell.

Since social services can not find housing in many areas and can’t or won’t pay the rising rents we need our rents controlled.

When I did it (2011), we had to check a box on our respective 1040's that we engaged in a related party 1031 and agreed to comply with certain minor holding period rules, but nothing really of any significance.
