I heard re express will get the job done (also cheapest) but if it’s too wordy and hard to retain it might just be wasting time if I find it hard to finish.

When you look at the rehab take a contractor to help you build this checklist and price jobs on it most contractors give free bids you can easily find one to give you a bid for free as long as you express intrest in having him do the work .I would also put a misc expense of 5-10% of your total budget for any overages you'll have em.

Stop replying to his emails, block his email address, don't answer his phone calls (don't even listen to his messages) and make sure to communicate with him via USPS delivered mail (using Certified Return Receipt mail delivery) only.

I wouldn't say that those gov't agencies are supplying the data for the stated reason; they are supplying it because it is public record, and the fees pay for the costs that are associated with delivery of the public information via those websites.
