I sympathize with you as utilities are getting more and more expensive, and unless you're the person paying for it, it's hard to imagine how high it is.

This community is way more open and supportive than I imagined.

Not the landlord's fault but imagine how stigmatized the property becomes.

Imagine a widow testifying before the Texas legislature on how she lost her baby because an asshat landlord refused to timely fix the HVAC system. 

I would imagine they have gone up quite a bit with the village expanding and updated along with large apartment and living complexes being built. 

I imagine finding the range for what the going rent would be is, in theory, easier - but would that information be enough for a lender in terms of qualifying that income against the debt for qualification purposes?
