Either way, the main issues will be electrical water and sewage...have you got a solid $$ number for this yet?

Make sure that you will not get stuck with the electric bill. 

It will fit the requirements of separate electrical meters, separate sewer connections, distinct shutoffs (electric and plumbing), independent HVAC, 5/8" Type  X ceiling sheetrock (whatever that inspection entails), meeting egress requirements, etc.

If it still doesn't work, then one or the other is probably bad.I would use a tester to see if I had power to the outlet wires and then I would know if it was the breaker or outlet and then replace that.
