It will fit the requirements of separate electrical meters, separate sewer connections, distinct shutoffs (electric and plumbing), independent HVAC, 5/8" Type  X ceiling sheetrock (whatever that inspection entails), meeting egress requirements, etc.

If it still doesn't work, then one or the other is probably bad.I would use a tester to see if I had power to the outlet wires and then I would know if it was the breaker or outlet and then replace that.
