Have any experienced investors figured out what type of cost-efficient kitchen cabinets work best in a flip in terms of attracting buyers?

It will be a fairly large job - new kitchen, take down some walls, refinish hardwoods, etc.  

If a total renovation was recently performed with new roof, appliances, etc. it may be a better deal then another one that is in good condition, but hasn't had any recent updates.

It's two bedrooms, one bath, one kitchen, and a living area.  

You shouldn't need permits to upgrade kitchens and bathrooms unless you are changing the plumbing.
