Loan stipulations to get a mortgage from the bank

Hi BP! I'm in the process purchasing a double for sale by owner without a real estate agent. The seller lives out of the country. The upstairs unit is currently rented out collecting 600 per month. Downstairs unit is where the landlord used to live and it is unfinished. She started renovations by putting up drywalls in some of the rooms, but not paining them, the ceiling in the bathroom and the kitchen has paint peeling off. The floor in the hallway, one bedroom and kitchen is still a subfloor. Also she removed few of the windows and boarded up the opening from the outside and installed a drywall inside. She didn't covered up the board with the brick to match the rest of the house. The house is appraised above the purchasing price, but the bank is requesting some repairs before they agree to provide a loan. I was going to do all the repairs that the bank requested after the close. The price I negotiated takes those renovations into consideration. Downstairs apartment is 3 bedrooms and it will rent out for 650. The price of the house is 45k. The seller doesn't want to be bother with any improvements due to her situation. What Are my options?
