If the current tenant was horrible, then sure, kick them out and go for it.  

Meaning one form of dog abuse is to train them to do bad/horrible things that will result in said dogs being put down, and people being hurt. 

I guess if that would be the case that isn't horrible.

I was horrible at multiple choice exams until a professor took me aside and told me that I knew the answers, but was over-thinking the questions, and to just go with my first, gut response. 

But, then I'd have to deal with furious tenants because maintenance was horrible, and I had no control over that.  

He was horrible.

@David FerretteI had a tenant that consistently paid late with fees only to find out that she was horrible in keeping her own personal finances.

However, that being said, in EVERY scenario where the tenant had a pet (dog or cat), we found a lot more damage than normal wear and tear (horrible smells, ruined  or scratched carpet, pee smell in the wood flooring that was impossible to get rid of, etc).  

Seems like not having an contract in place would be a horrible idea to me.
