Yes, during a recession many stocks will go down in value but other investments may increase as investors shift their investments to other things (bonds, precious medals, real estate, etc.).

@Daniel DietzWhile the cases cited are analyzing a different context (estate and gift taxes vs in-plan Roth conversions), in 2004 the IRS identified "Roth IRA stuffing" as an abusive tax avoidance transaction which has parallels to this concept in that the assets are being shifted to a Roth account below fair market value.

Sure if they handled all the paper work for the sale, but my guess is the PM did nothing related to the sale (other than placing a tenant, not finding a buyer).For most, the contract is signed and the PM manages it for years with automatic renewals where no new contract is signed.
