In my market $10 psf will likely only cover cosmetics such as paint and flooring, fixtures, doors, windows etc.

They did not require a list of every fixture i will replace, but it should have all the major items broken down by labor and material. i.e Kitchen cabinets: $4,800, installation: $1,200. 

Advertise these to your tenants as NEW fixtures, not water saving or they will complain even if they are getting better water pressure than before. 

Typically, we don't charge Tenants for blockages more than about 5 feet away from any fixture.
