@Prakash BhattaIf it is your intention to get her out, then contact Section 8 and let them know that you think tenant has been stealing electricity and want section 8 to verify if electricity bill is paid in order to continue lease.If you want her to stay, then contact electric company and have them inspect the meter again.Simple.Terry

I would stop addressing the tenant issue & fire the manager but put in writing requesting the tenants contact information & state you will forward the contact information to the new PM.
