Hence the gains within the IRA, whether it's from stocks, bonds, RE, or other investments will not be taxed.

Just an off the wall idea, assuming he has nothing and can't bond out you could easily change the locks until the eviction is finalized while he sits in jail.

I used to call clients all day offering them 5% tax free muni bonds and they bought as if they were starving for them.I now see the returns using tried and true real estate methods and can understand why this is a path that many travel.My area of focus has been on highly specific notes and have identified the top paying areas of the country.

I've asked if they are licensed, bonded and insured, and they say they are, and I told them that I will need copies before I sign a contract or pay a deposit. 

IMO, cash flow IS what REI is about, sort of like a coupon bond, you collect as time progresses. 

Some people are so risk averse they are willing to settle for a percent or two on bonds, cds or similar.
