The building is pretty dark at night, as many of the lights on the building aren’t working.

Hopefully some of you can shed some light on this topic for me through your own experiences/knowledge.

If the previous smoker was a heavy indoor smoker (probably the case in light of the lingering smell) then the odor can penetrate sheetrock more than most people realize. 

Basic updating: Laminate flooring throughout, Bathroom and Kitchen tile, new light fixtures and switches, cabinet hardware, new vanities.

Something beige, off white, light gray seems pretty acceptable.

The overall market slowed, a few builder neighborhoods by smaller builders got abandoned for a bit (leaving the residents with no garbage pickup or street lights in some cases unfortunately with no builder funding for HOA). 

After the sale went immediately to the property to secure my six figure bid, and a beautiful stained glass door with side lights was all broken apart, fortunately a neighbor had the license number of the only car that drove past his house to get to the subject.

For electrical, you'd show where receptacles are going and lights.
