In some places I've lived in Europe, Tenants bring both their own appliances and their own light fixtures.The appliances did not strike me as terribly odd, but I never did wrap my head around the light fixtures.

You may be able to pour light weight concrete with reinforcement glass, like fiberglass over the whole floor, but this will raise the floor too, needs to be done professionally and will cost more but will give a solid surface.....but you still have the joist problem and either concrete or floor leveler will crack.

electrician fixed it last night, just normal wear and tear of a 35 year old house, worn out switch for hall lights. it feeds the bedroom wall outlets which she took out herself and replaced to try and fix the problem she couldnt trace, she calls me at that point , but not before, worrying me that she might have electrocuted herself.

Not the tenants; they sat and watched TV while Bill and I did the work (even had to bring out own light bulbs as this family tended to save money by never replacing burned out light bulbs).When the unit failed again (because they failed to put in new batteries I left for the smoke detector) we said that's it; we're outta the Section 8 program.
