You fully intended to live there for a year, but your life circumstance changed for reasons beyond your control.Now, if you'd REQUESTED the work transfer, that would be a very different story.And, interestingly enough, since your job transfer was >100 miles away, this is the narrow circumstance where you should be able to get another FHA loan, and count the rental income from the departing residence that's also in an FHA loan - NO need to refinance (as always, barring overlays).

There are not very many people that have developed pocket neighborhoods in Portland, but if you want to talk to two of the best then I would try reaching out to @Mark Desbrow at Green Light Development who has done two pocket neighborhoods I believe, as well as Eli Spevak from Orange Splot who does amazingly creative work and is also a pioneer of pocket neighborhoods in Portland.Currently there is a proposal in Portland called the Residential Infill Project that seeks to provide a path for more pocket neighborhoods to be developed, but it is a rocky road and some of the latest versions have really dwindled down the policy's potential effectiveness.If you want to check out another great pocket neighborhood while you're in town but want to escape Portland go to White Salmon, WA in the Gorge.

(and probably most countries in the world) the best way to get good quality information is just parking the car in the neighborhood you are analyzing and talk to locals in a Starbucks or a Dunkin Donuts while having a coffee, people walking the street, someone parking his car arriving with kids from school, in a pub or bar, restaurants...I mean everywhere!

Your question to liability coverage is so green that any insurance agent can answer it, you need to equip yourself more knowledge to understand your own policy, insurance agents will pass on the liability to you aka read all your paperwork before signing, and if it hits the fan, they will tell you that it is not covered by the policy.
