It might help to engage your loan officer or broker for "thinking" assistance to help the underwriters since the loan officer may be in a better position to escalate the issue and should be highly motivated as he/she doesn't get paid if you don't get your loan.

I would do more research on the owner of the property and definitely engage them in a conversation about this, landlord to landlord.

The tenants experiencing the problem just have to engage the police if the problem is THAT bad.People that enacted the rules can tout doing something to a tenant base that is larger in number than an ownership base.

Even if you did, I agree, the language of "rental enterprise" I interpret as more of a business engaged in rentals as opposed to "leasing" out your property.
