The layout of the rooms in these converted areas is somewhat unique, but more concerning to me is that the location of the new master bedroom in the basement/ground level is in a place with that is not abundant in natural light.

I know Philly follows it's own plumbing code but couldn't find the clearance requirements when reading through the code.The 18" is making it pretty difficult for us to get out bathroom layouts to work and was wishfully hoping I could show our contractor that it's only 15".Any insight would be greatly appreciated.
