And when the tenant says no, the Judge explains why they are now being evicted.On the other hand, if the property is really this bad, and your friend was really that stupid, all he has to do is threaten to call in neighborhood services (or whatever the local housing/inspection authority is) and threaten to get the occupancy permit pulled.

If it is already vacant, you might also check with the local housing authority/code enforcement people to make sure it hasn't had the occupancy permit yanked or been condemned.
