There is nothing you can do either, they pack up and leave the country.

Check to see how much storage units or RV storage/garages cost in your area per month, that are about the size of the garage.

They have a lot of personal belongings and the unit is very crowded/packed in.

one risk i would see is it is much easier to "pack" up and move on with so little in the home.  

One roll of paper towels on the kitchen counter with one garbage bag.  12 pack of bottled water in the fridge.I think of it as providing the kind of little life necessities that most people don't think of until they need it NOW! 

Never did that again especially when they started packing up the ceiling fans, light fixtures and even light bulbs. 

I would love to send him packing but per lease agreement he hasn't broken the contract.

Is there a market for RV storage?  

I went for final walk through this morning and sellers family has done nothing to pack or move their belongings and they have ALOT of stuff.

The other big items were that the city required a new meter pack be installed and when we started working on the bathrooms, we realized that the only real option was to gut both of them to the studs.
