If you deal with a larger PM company you will need the Applicant to fill out a release for the PM company to give you that info.

As for the 203k consultant releasing funds for a project that wasn't completed, you can report that consultant to the HOC. https://www.hud.gov/program_of...Let them know the situation that there was some shady dealings, and you could technically go after the 203k consultant as well.

You will need an FHA consultant if over $35k renovation budget to approve the work and authorize release of the construction draws - if under that (and non-structural work) you can do a Limited 203(k) and won't need one.
