Does anyone have a feeling for what it costs (per ft2) to turn a regular concret slab into presentable flooring?

The issue is the amount of commercial traffic, the public using the services or shopping, as it presents commercial exposures.

If it's a listing agent and they are not presenting all offers or mainipulating listing information you can file a complaint with the state RE commission and the Board of Realtors.

At present i have heard rumblings of people looking for full time work because they are not making money.

I do find it extremely interesting that the flips at 250,000 are the same price it cost me to present a brand-new 2500 ft.² home.

It's probably like other areas, made complicated with strategies applied to produce a product for mentors or gurus to push and present the area as being too complicated to make big money without thier guidance. :)
