You will hear a lot of people trash New York State, but if you are operating honestly, doing your homework, and buy in the right areas, you can mitigate a lot of those problems.

I think they mainly help people determine if unpermitted additions can (likely) be made legal or not, but seems like they could be useful in your situation as well.  

South Carolina gives tax breaks to certain people, but only as primary residents.

Is there such a thing as a service that you can pay an experienced real estate investor to find properties for you? 

If the insurer denies the claim that's another story... in that case only hire an attorney experienced with title insurance claims.
