It is much more important to get to know what a PM's experience is, how many years they have been managing properties, are they also an investor, what types of owners they work with, how many total units they manage, what their largest property is, what class of properties do they manage, how do they handle tenant communication, maintenance requests, expenses, do manage commercial or residential, and what type of software they use.Just some advise from a seasoned investor and property manager, The First Question That You Shouldn't Ask is, How much do you charge?

should this be good base line calculation for renting to them .  

Back in my days based in Germany & France there were enclaves of these very small  summer 'cottages' used as get-aways as the majority lived in cramped apartments in the city.

Eg for heat, based on size of the unit, for water based on the number of people living there.

@Javier Pompa  Just be clear that you don't want to be responsible for them losing an important communication and that they need to address the mail. 

Based on my research so far, Atlanta seems to be one of the places with a favorable gross rental multiplier, good prospect for appreciation, and sales price around the budget I am looking for and hence I chose Atlanta.

I am in Texas and all of these answers are based on Texas.1) you do not need a License to do PM if you Own the property.

What do you base me "probably" having an issue on?
