On September 9, 2015 I served  a 14 Notice to Quit on Tenant by leaving a copy (tape to the front door) at 123 Main Street, Any town" or insert by mailing first class or if you go out to the apartment and the tenant is there  by giving in hand (You could also have them sign an acceptance or acknowledge if you are able to get them in hand)Or use a constable/sheriff to serve and they will fill in the return of service part.But this goes back to the bigger question as to why they are late and what do you want to do about it. 

Word on the street they are targeting rentals, because they feel renters dont take care of properties as well as owners. 

I'm not the Wall Street cheerleader type. 

I'm a licensed broker here in Portland and came from the pharmaceutical world myself (we manufactured injectable drugs and had an analytical lab on-site).

Probably drug use as well. 

They claimed that the other tenant in our apartment may be doing drugs.

Most of my neighborhood - Rt 59 between Black Road and Theodore Street -  is young professional people with finances about as stable as can be reasonably expected given the state of the economy and the job market.

There are exceptions, such as drug use, illegal conduct or causing a hazard to others.Back to the dogs, if there is nothing about pets in the lease and keeping them is not in violation of any ordinance, tenants are entitled to keep personal property on the premises leased.However, if the dogs present a danger to others, like three bad dobermans, revert to the above issues. 

Our companies policy is to put blinds up on the front of the unit (street facing so sometimes on the side as well) but then to not put anything along the back. 

There's a 3/2 2,700 sf house priced at $140K on the same street and several others nearby in an adjacent neighborhood that are in the $110-$150K range.I called the listing agent and left a message.
