Should I file a Small Claims Suit against HOA

Hey need some advice.  

HOA fined me $900 for weeds notice came when I was at Shands with my daughter undergoing major spinal surgery. When I got back I hired professional company to spray for weeds on a monthly service. They started fining me $25 a day because not happening fast enough. So I met with them they said if I re sodded the front of home they would waive fine. I did that then they said they actually said "they would consider waiving or reducing fine" When I requested who else was fined because other lawns were worse only two others were being fined. One of the current board members actually worse than mine. The declarations are vary vague about landscape requirements "lawns will be maintained to the standard of the community."

Word on the street they are targeting rentals, because they feel renters dont take care of properties as well as owners. 

I have actually sued a different HOA and it settled in my favor in Small Claims Court, but that was a bigger issue because they were trying to keep me from building on my vacant lot.

The law pretty clear in FL in regards to "selective enforcement" and arbitrary rules are unenforceable.  So should I file and action or just pay the fine?
