You're going to need a third party authorization and request a payoff, and most recent mortgage statement.

@Michael Narup You're going to need to contact the trustees who are conducting the foreclosure and determine the process for bringing the loan current and reinstating the loan.

In general, it is common to need a permit for: material electrical, plumbing and HVAC work; structural changes to the existing house; additions to the home; decks and porches above ground level; structural roof work outside of reshingling; removal of hazardous material; adding new windows or doors beyond simple replacement; some landscaping work (large tree removal, driveway installation, curb cuts). 

As mentioned your going to need income to qualify for loans unless your family is already wealthy and you have family money to play with.

I can only comment based on your tone without more details on these deals, I'd assume the larger property comes with a higher risk.

But, it won't be a bloodbath for the industry as a while, as I feel the tone of this article implies.  

Put muscle to it.  

I have a good credit profile, I just don't have the cash reserves at the moment due to needs elsewhere in my portfolio. 

If fear exists than bravery exists, exercise your bravery muscles and you will either learn a ton or make money or both.
