What methods of marketing, channels, forums, etc, would work best?

Let them know you will work with the tenant to solve the problem on your side of the duplex, but need their permission and ask if they want their side fixed (assuming that is possible) and how to split the expenses. 

Our chemistry is great and we have worked on multiple projects together both in and out of college that show we are good at problem solving.

We can't file for unemployment like the laid off factory worker and "evicting" someone doesn't really solve anything.
