The carrier that has less exposure but chooses to be in that market may price their coverage higher because of greater uncertainty/ less predictability. 

But we do not believe she can afford it.What is the best approach?

Pays power but water /sewer are unpaid for 2 years & accruing in my name & they won’t shut off water to an “occupied” house.

It may make more sense to go conventional, but you'll just have to see. 

Luckily I have an integrated account but they are demanding I cancel reservations next month for houses not affected by the storm.
