I believe there will be massive short-term economic growth at that point and huge positive sentiment in the real estate market. 

When looking at cash flow (which doesn't specifically need to come from rental property) although there will be a  rate or return based on your cost to obtain and hold, there isn't an assumed rate of return based on stock market (economic market) conditions. 

There are a lot of cash flow markets but not all have strong economic and demographic trends.

Not only does Indy cash flow well due to it's affordability(Indianapolis is one of the most affordable large markets), but it also has solid economic and demographic trends.

Keep in mind that they are utterly ignorant of economic principals and have rose-colored glasses when it comes to tenant behavior.

i.e. 704(c) issues, substantial economic effect, etc.

But there's an important question that hasn't been addressed about the reason why the Bay Area has been such a unique and strong market for the past ~10+ yrs. and it has to do with its main economic force that makes it desirable.

A lot of out of state investors have been flocking to Columbus Ohio for the long term appreciation and cash flow due to the cities growth in population and economic importance.

Check-in with the assessor.6) Geographical Features – Think Mountains and Oceans, but let’s include human-made features like train tracks, airports, and smelly factories.7) Cost of Living – Needs to be affordable to make the numbers work, and if provides a buffer for future growth.8) Local News – What is the economic buzz that will fuel the path of progress.9) Local Government – Strong leadership from the local government is attractive to corporations, which means that job growth will continue.10) Whether You Have an Unfair Advantage – Did you live there?
