If I rented an entire house there is going to be a loud drunken party, and nobody cares what happens.Regular tenants, on the other hand, have to live in fear of eviction, and have a bigger deposit. 

If your lease with the tenants stated they are responsible for this bill, I'd suggest you pay it right away to avoid the lean and include it as part of the security deposit settlement process.
