California: Is landlord liable for tenant water bill?

I am landlord in California.

Tenant has not paid water bill for a year. The city did not disconnect water dur to COVID-19 executive order by the CA governor. The tenant left and cannot be reached. The city says I am liable and want to collect/put lien. Any options?
