You don't want to trip over dollars picking up pennies. 

You may not need 2 coats.

Then use a coat of bonding primer to make sure the paint adheres. 

I needed to clarify @Mindy Jensen, let me try it again; would the cost to skim coat and texture a circular pattern like this, cost the same as removing a popcorn ceiling, about $3,000 to $4,000 depending on size of house? 

Its going to cost you at minimum $3 sq ft with installation, but is worth every penny.

We sprayed 2 or 3 coats of high quality undercoater and 2 coats of SW ultra classic.

If you plan to collect even one penny directly from a tenant then open the account dealing with the property at a different bank than the one you bank with personally. 

This project is literally a home run yet I cant find a penny to throw at it.
