You would need the location to be an amazing site and layout parcel size for a potential developer to deal with environmental and for a national tenant to want the site. 

In the past we were a disqualified industry.I know we can get the 10k disaster grant/loan or payroll protection loan but I'm referring to a full doc loan where the SBA guarantees to the lender 85% of the principal of the loan.Does anyone know anything about that?

It's a great way to help you with deductions expenses and liability protection.  

That will then lead to lower appreciation if your area does not have enough development or if there are too many projects and protected class buildings.Safer Streets in Bed-Stuy that are away from low income buildings and projects might be able to capture the future appreciation or at least get higher income tenants.There are a lot of things to think about when you buy.

Best bet would be to get hold of Dave Foster on BP as he is a QI and has been very good about advice.This is an important piece - a good QI protects you from violating the essence of the 1031 which is you defer gains by never, ever, touching any bit of the proceeds from the sale. 

. - Having been in the stock market for several years, I would agree with your approach, as I have felt for the last several years that the stock market is overpriced, and even today, continues to be overpriced, predominantly due to the inflation of unprotected 401k plans, many new investors entering just to make a quick buck, and many companies having done away with "protected" pension plans. 

Is it just me or does anyone else feel like this SBA loan / paycheck protection program is going to be scammed to death by everyone and their brother?
