Regulations aside, an out-swing hatch would not work here as you would never push it open when there is 2' of snow on the roof :-O Unless there is a gas-assist piston, a small person may have difficulty pushing the hatch open anytime.

Jenny, and as other know but attempt to circumvent laws with "systems" rent-to-own is now pretty well regulated and may require a mortgage originator on the deal, suggest a note and chattel lien or deed of trust if it's RE, not rental payments.....but anyway, this issue has been beat to death on here.
