One thing you want to be very careful with how you do this is how you handle threatening legal action.

When the moratorium was lifted, my nonpaying tenants vanished before I could take action to participate in the extremely slowly rolled out Emergency Rental Reimbursement Program.

I educated myself to death and finally started taking action, and I have a deal under contract!

Offer to let the tenant out of the lease early but beyond letting the person out of the lease early you have no plans to take further action.

Then you'd need to pursue a court action to compel them to comply either through eviction for the lease violation (failure to provide access), or a specific court order awarding access which then the police will enforce since they have a court order.

In addition to standard background checking actions, I make an appointment to visit their home.

I had to take action and starting building passive cash flow to support my lifestyle.

I am also not an attorney so please seek legal advice before taking any specific actions, but I have seen something similar done by one of my clients in the past. 

If they get no action then they know when speaking with an experienced investor they will have to take a painful loss to sell from where they overpaid.
